			<content:encoded><![CDATA[<p>M&#8217; Ranganathan Shiyali Ramamrita was a visionary who realized the importance of library legislation for the promotion and development of libraries in India&#8217; It is very person totally dedicated to the cause of library and information science&#8217; It is perfectly conscious of the role of libraries in improving education in any society&#8217; He understands the impact of educational progress for the country&#8217;s development and the effectiveness and usefulness of libraries to promote education&#8217;</p>
<p>In 1924, Dr&#8217; SR Ranganathan visited a public library during their stay in the United Kingdom&#8217; These visits have enabled him to study the system, operation, funding and services from various libraries&#8217; Accordingly, it is believed that the law library in a systematic, consistent and effective public library services&#8217; Since public libraries are agencies of informal education, therefore, is mandatory for a welfare state to provide, maintain and develop a network of public libraries to meet the needs of the masses&#8217; A public library is essential for the people? institution must be maintained with public funds to be collected more fairly&#8217; Only government has the power and authority to levy and collect taxes through legal sanctions, the law library collection is essential for access to the library&#8217; Therefore, it is clearly imperative that the government adopt a law library for the creation and functioning of a network of public libraries to meet the educational needs of the population in general&#8217;</p>
<p>Dr&#8217; SR Ranganathan was the first person in India who have already thought about the need for a law library in 1925 after returning from England to India&#8217; He has written one? Model law on libraries? and submitted for consideration at the First Conference on Education for all of Asia, held in Varanasi on December 27-30, 1930&#8242; Conference participants were convinced of the benefits of the law and the opinion of Dr&#8217; SR Ranganathan&#8217; This? Model law on libraries? was published by the Library Association of Chennai, in 1936&#8242; Later in Act fined twice, once in 1957 and again in 1972&#8242; This model law library has been introduced as a bill to the House of Chennai in 1933, through Mr&#8217; Bashir Ahmed Sayeed, a member of the General Assembly a passion for public libraries&#8217;</p>
<p>The main features of Dr&#8217; SR Ranganathan? S Model Library Act are: &#8211;</p>
<p>Except Kerala Public Libraries Act of 1989, all laws that have occurred in India during the years 1948 to 1990, influence the pattern of the Public Libraries Act, prepared by Dr&#8217; SR Ranganathan&#8217;</p>
<p>Dr&#8217; SR Ranganathan made efforts to obtain the library of laws enacted by various states in India and have dreamed of a land of libraries&#8217; We prepared a set of draft model law for several states&#8217; Here is a list of them: &#8211;</p>
<p>It also prepared a draft model law of the Union Library in 1948 and remodeled in 1957&#8242;</p>
<p>India received the first public library of law by the tireless efforts of Dr&#8217; SR Ranganathan&#8217; For the first time the Public Library Act was passed by the Legislative Assembly of Madras in 1948&#8242; There is an interesting story behind the success of the collection of the Library Bill approved at the third attempt, in 1946, although the two previous attempts had failed&#8217; The first attempt was made by Sayeed Ahmed Basher Janab when one presents the bill to the Legislative Assembly of Madras in 1933, but could not get through the Legislative Assembly of Madras was dissolved in 1935&#8242; A second attempt was made in 1938, but after World War II began and the bill was not approved&#8217; In 1946, Mr&#8217; Chettiar Avinashalingam, who was a former student of Dr&#8217; SR Ranganathan, became the Minister of Education in the State of Madras&#8217; One day, Dr SR Ranganathan had a copy of the template from the Law Library and met with the minister in his home after his usual morning walk&#8217; The minister was surprised to see her son?
